Hi Matthijs,
1) In my opinion using residential for roads through a park does not 
really make sense unless they form a thoroughfare  and in this case 
there are plenty of no-entry signs.

OSM wiki does not give much help for this tag, other than "this tag is 
used for roads accessing or around residential areas but which are not a 
classified or unclassified highway".

The problem is that there appears to be a private house on the street in 
question. However, is this not similar to a farmhouse in the middle of 
nowhere, which is connected to a road that eventually joins up to a 
village road.
Ie, I would be inclined to make it a highway=service and service=alley.

2) highway=footway and bicycle=yes is the same as highway=cycleway and 
foot=yes, swings and roundabouts provided the style lines file has this 
info.

I have more problems when people use access=no and (foot=yes | 
bicycle=yes | motor_vehicle=no). If there is no access, then the rest of 
the information in theory gets ignored as is made perfectly clear in OSM 
wiki.
