Hi,
In case it could help to bring them to provide a right answer (at least
from the ethical point of view, especially in current context of
Covid-19 pandemics seriously threatening Africa…), you might want to
invite them to read and meditate laws about Open Data in France (of
which I am not a specialist, but I could help find some good ones), and
Articles 223-6 and 223-7 of French Code Pénal:

To be used with care, of course.
As late as possible, so that they won’t be frightened and stop listening.
Only after trying the “being nice” way, as much as possible, and seeing
that it doesn’t work.
And only if you really need a “bad cop” side, after a “nice cop”
approach failed, if you can see what I mean. ;)
Hoping that this won’t be necessary.
And that it’ll help if it finally turns out to be necessary.
(If so, I happen to know a lawyer, who is fond of Justice, and who could
help file a complaint in France.
In case it ends up being really needed…)
