[Talk-mw] Malawi Administrative Levels

Hi,

I'm trying to understand Malawi's administrative levels and perhaps we
should document it here [0].
Wikipedia does not provide enough details beyond districts [1].

As I understand, the hierarchy is roughly like this:

- national border
- regions
- districts
- traditional authorities
- GVH
- village

Please confirm if this is correct.  We don't have good sources of
boundaries at the moment, but it is good to start documenting this if
boundary data becomes available.
