[Talk-mw] Malawi Administrative Levels

Hi,
Unfortunately, seems the official layer for districts (or at least the one
I had found two months ago in MASDAP) comes from GAUL that restricts its
use to non commercial, what does not fit with the ODbL license used by OSM.
Is there no other layer, owned by a national institution (eg the Surveys
Department) that could be imported in OSM?
