[Talk-ng] import of IDP camp shelters

Hi Samuel and Rafael,
Thank you very much for you assistance. Going through the import guidelines
on the wiki:
Step1: I am quite familiar with openstreetmap, the way data is organized
and added, being a regular contributor for adding and validating data
myself.
Step2: Community buy-in - I guess we are currently working on that hahaha.
I have not yet reached out to the import mailing list, because I wanted to
discuss with the active people in Nigeria first. I also have not yet set up
a wikipage.
Step3: license approval. The data was collected by the REACH Initiative, an
INGO with office in Maiduguri. I work for REACH and the decision to share
our data on openstreetmap is backed by our HQ, our donors and is supported
by the relevant UN sectors.
Step4: Documentation - I think we'll get there after the basics are clear
Step5: Import Review - I am happy to prepare the data for review, which
should be fairly straightforward since it is only shelters without any
other attributes and they should all be squared, but I will double check
that again in JOSM
Step6: Uploading - that's what we are hoping for.
I hope that gave you a little more insight.
I am happy to share the data in shp format with any of you ahead of time so
you can have a look as well.
