[OSM-talk-nl] refactored the Dutch wiki pages

I've refactored:
http://wiki.openstreetmap.org/index.php/WikiProject_Netherlands

Every user now has a Category:User in the Netherlands, so we can keep 
track of the number of users :) If you don't already have an account on 
the wiki, please make one, and modify your userpage likewise.

Every city now has a Category:City in the Netherlands. When you add a 
new city (place) please use the category.
