<q http://wiki.openstreetmap.org/wiki/Key:place>
In most Western countries, the status of a location (whether it is a
city/town/etc.), is decided by the government, and is not a function of
size. However if and only if no mapping of the local administrative
categories exists population is a good and easy to obtain aproximation
that can be applied to all countries equaly.
</q>

Tevens:

<q http://wiki.openstreetmap.org/wiki/Talk:Key:place>
In uk, australia and new zealand, the size of the place is irrelevant -
the status is decided by central government. I would guess the same is
true in most western countries. Myfanwy 22:49, 3 April 2009 (UTC)
</q>

"As defined by national/state/provincial government. Generally smaller ... "
