[OSM-np] Classification of Roads in Nepal

So the way I'm reading it is that:
highway = pedestrian is a function of "legal" barriers to traffic e.g. the
central parts of the three old durbar squares
Prabhas, isn't your point more appropriate for highway = footpath. There
are all kinds of gallis that are primarily walking paths but motorcycles
will occasionally (and during rush hour even frequently) go through them.
