[OSM-np] Classification of Roads in Nepal

Actually, you are right; highway=footway and motorcyle=yes is probably the
appropriate tag (and certainly better than highway=pedestrian +
motocyle=yes).
Although maybe we should advocate for a highway=motorcycleway as some of
the Gallis are designed specifically to accomodate both pedestrians and
motorcycles, eventually :-P.
