[OSM-np] Tagging Guidelines

Hi Rajeev,

The one we are trying to develop is for mapping parties for beginners as we
are working to have many many mapping parties over next few months. Yes, we
should eventually be developing the OSM wiki page you suggested and we will
surely contribute to it.
