[OSM-np] Tagging Guidelines

Please do not reduce anything from
http://wiki.openstreetmap.org/wiki/Nepal/Common_tags unless it contains
tags that are never used in Nepal. Please create a duplicate or just copy
paste the source to the mapping party wiki. The original list of tags does
not have everything in one umbrella...like I put in in the common_tags
wiki. It takes quite some time if you need to do it again.
