[OSM-np] VDCs in OSM

[Prabhas Pokharel]

(OSM-Nepal list.. see the conversation below about putting VDCs of Nepal
into OSM).

I'll try to see if I can find contacts at UN/OCHA who may have access to
the digital files here.
In the meantime, if anybody wants, most of the files seem to have been
uploaded by http://commons.wikimedia.org/wiki/User:Sadalmelik; maybe we can
contact him / her?
