[OSM-np] VDCs in OSM

Actually, I just realized that the data that is distributed by GADM.org for
Nepal contains VDC boundaries (as admin level 4), and is licensed with the
following note (its in the readme.pdf if you download the data; a copy is
here<https://github.com/prabhasp/NepalMaps/raw/gh-pages/baselayers/NPL_adm/read_me.pdf>
):

"Sources Used": FortiusOne Inc. (via WorldBank;
http://maps.worldbank.org/overlays/3238) (Creative Commons Attribution 3.0
License.)

Is this license permissive enough to be used in OSM? Since only attribution
is required, can we do the attribution via an OSM comment, or perhaps even
by creating a specific account that is used just to upload this
information....?
