[OSM-np] Public Toilets Fee

[amrit karmacharya]

The fee tag uses value yes/no. For different fees, we can use
fee:long/short = price. We should include the tag for access for
wheelchair, water supply, operator. For mobile toilets, we can use the
opening_hours.
