Unfortunately when loading the WGS84 layer into iD or JOSM with "
https://gisbasemap.ecan.govt.nz/arcgis/rest/services/Imagery/Imagery_basemap_WGS84_4/MapServer/tile/{zoom}/{y}/{x}"
it's only loading up to zoom 16, with zoom 17 and above returning 404 not
found errors. I'm not sure why...
When loading the WMTS endpoint for the WGS84 layer "
https://gisbasemap.ecan.govt.nz/arcgis/rest/services/Imagery/Imagery_basemap_WGS84_4/MapServer/WMTS/1.0.0/WMTSCapabilities.xml"
into QGIS it has the same zoom limit so looks like an issue on the ECan
side.
Loading the WMTS endpoint for EPSG:2193 "
https://gisbasemap.ecan.govt.nz/arcgis/rest/services/Imagery/MapServer/WMTS/1.0.0/WMTSCapabilities.xml"
into QGIS it seems to have imagery from a different date (I can't tell if
older or more recent) and serves content at much higher zooms, but since
it's not in EPSG:3857 iD can't load it as a background layer.
What does work is the WMS endpoint for the EPSG:2193 layer "
https://gisbasemap.ecan.govt.nz/arcgis/services/Imagery/MapServer/WMSServer?request=GetCapabilities&service=WMS"
in JOSM since it can re-project.
It might be possible to use the WMS endpoint in iD but not as a custom
layer, it will need to go into the editor layer index and wait for iD to
pick up the change.
