[Talk-nz] Turn restrictions validator

After getting bad routing advice, I went to add some turn restrictions
missing from the suggested route...
iD editor has a pretty good GUI for them these days.


Later I found my way to this restrictions validator, and encourage
everyone to take a look (starting with your local area of course):
