That one is a style question. In effect the cross street is one way, so 
you can tag that instead of the no right turn.

There is a gear wheel in the lower right of the screen where you can 
lower the minimum zoom level to 11.

You can find all of these with an Overpass query:

This finds all of the restrictions in NZ with an unexpected number of 
members.
