[Talk-nz] Place names

The viee I've come to is the "on the ground" rule appears to fall back to the official gazette definition in cases of dispute in politically stable nations. There is, in the case of NZ, a lot of inconsistency in signage because the country is in a process of change. 

Therefore I support use of the gazette definition of place names, where it is available.
