I don't think this is necessarily correct.

If you read the details of the above referenced page for e.g. Ethiopia, Portugal, Slovenia, Spain they show tagging similar to
what I'm suggesting, with name containing something that is not in any name:[lang] key.

"In multilingual regions or localities, multiple names in different languages may be relevant enough to include in name=*. A separator other than a semicolon, such as "/" or "-", may be customary locally."

So, the name may contain parts in different languages separated by a /
