[talk-ph] make the philippines routable

Yes, we can join forces. But I'm not familiar with some routes in and around the Philippines. We can use keep right (http://keepright.ipax.at/) and OSM Inspector (http://tools.geofabrik.de/osmi/) to check for data inconsistencies, like duplicate nodes in a way, unconnected ways (or ways that are supposed to be connected but aren't connected or improperly connected), etcetera. That way, we can achieve our goal: to "connect" Philippine cities with each other and to improve OpenStreetMap's coverage and routability in the Philippines.

Tony Montana: Me, I want what's coming to me.
Manny Ribera: Oh, well what's coming to you?
Tony Montana: The world, chico, and everything in it.

May I also add, this idea was partly inspired by Eugene's suggestion
to use yournavigation to check for osm routing errors, a while back.
