[talk-ph] Draft "MoA" between the OSM-F and any possible localchapter

I'm willing to be an incorporator. And since the minimum capital for a
non-profit is 5k pesos (I think), I'm willing to donate 1k pesos. However,
the minimum required to open a bank account is 20-25k (depending on the
bank) so I'm hoping somebody else can help foot that. :-)

Suggestion: I think it would be best that the incorporators all be in or
near Metro Manila so that the signing of papers would be easy. But the board
or directors/trustees and the set of officers can be anyone. The
incorporators only function during the incorporation and dissolution stages,
so I don't think the incorporators need to be diverse and representative of
the community.

Any other thoughts?
