I'm all for a non-profit organization.

One thing to note is that OSM PH Inc. will simply be a membership
organization for people who want to promote OSM in the Philippines and will
work as a local representative of the OSM Foundation. Nothing more.

This means that nobody in the Philippines should be forced to join OSM PH
Inc. just to contribute to OSM or to use data from OSM, or to ask permission
from OSM PH Inc. to use OSM data. Also, OSM PH Inc. as an entity *cannot*
dictate which Philippine data goes into the OSM dataset or not, or to set
binding conventions on editing the dataset.

I guess what I'm trying to say is that the "OSM Philippines community" (the
loose set of people from or in the Philippines that contribute to OSM) is
not equivalent to "OSM Philippines Inc." (a formal OSM advocacy
organization). Of course, there will be a large overlap between the two.
