Maning,
Personally I think the Garmin Units with built in cameras can be an option. These units are more expensive than the other models. It comes with a price but it has a relatively big and expandable memory. So potentially it can cut the cost of a data logger. It also removes the post-geotagging procedure which involves synchronizing the time and embedding the actual GPS coordinates in the pictures. This is with the assumption, the LGU is willing to buy the more expensive GPS model and does not need high resolution pictures. But if they do need higher res, the digital cam plus a free geo-tagging software (ex. easygps) can do the job.

I believe all you have to do is make sure that the camera time and date is set accurately and you can use the captured time and date of the photo to associate it with the GPX file.

The camera is not so good (wasn't really expecting it to be in fact), so it would only be good for shots in daylight, and when the detail wasn't imperative. Battery life might be an issue, so you'd need to pack an external power source or have a method of recharging. But yes, its still working as advertised, and does anything Android will let it do.
Finding one app to do everything would be tricky, so it might be a bit fiddly switching between mapping and photo app.
