As you said, it might be temporary, but it is used indeed.
So I think it is better to described and defined in OSM wiki.

Yes, so I've proposed "blocknumber"(without _) to fit "housenumber",
"postcode" or "subdistrict" (withour _).
Otherwise, "block_number"(with _) is proposed 2 years ago.

I would like to hear other opinions. (Tagging ML is better?)

Japanese mappers got consensus to change it to "block_number"(without _).
Maybe either tag is OK.
