Hi Nick,
I realize this is a really late reply, but there is *some* effort to create
a repository and set of standards for interoperable fundamental geospatial
datasets for the Philippines. Please read this report I posted to the
mailing list back in July:

I guess I would have to follow up with Steeve regarding the status of this
initiative.
