The related sources are at http://osm.trail.pl/users-scripts/.  They
are tied to this specific tile server's setup so it may be easier for
me to add a localized message for your area than for you to set it up
from scratch.  You'd still need to own the account to receive any
reposes to the welcome message.  Let me know if you need more details.
