Yes.  Currently the boundaries are taken from geofabrik clip polygons.

Yes, the messages use the sitemail and use a dedicated account.  You'd
need to create that account and pass the the login data to me, so that
the script can log in and send a message.  The registration e-mail can
be a volunteer's private email or a mailing list for example, so that
more people can respond to a newbie asking a question.  The account
name for Polish users is "OSM Polska" and for Italian users "OSM
Italia".
