[OpenStreetMap Serbia] leyer in JOSM

So far I have not used JOSM until now and I wonder whether it is possible 
to set a different image(aerial photo), as a background layer.
I found a aerial photo of Kragujevac in 2005, which is different from 
the images on Google Maps and Bing. I tried to do that, but JOSM failed.
Image size is 30Mb , so most of email-s cant't atach such large files.
