[OpenStreetMap Serbia] Copyright law in Serbia - "official data" = public domain?

'magic shift' would not be problem, official belgrade map (i posted link few
monts ago) is totaly screwed up. angles of important streets are prretty
bad.
interestingly enough, comercial ones are pretty good :).
i even know that map of belgrade that our army uses is does not have all the
streets in it. hell, they missed my whole neighberhood ;)

osm is pretty good source of good information for us. and i'm afraid to
pollute it with random gouverment data.
