[Talk-scotland] Users adding notes about path issues around Edinburgh

One or more anonymous users is adding notes to paths in Edinburgh
complaining about the quality of the path surface, or localised flooding,
e.g. http://www.openstreetmap.org/note/761917
I contacted the twitter user in the above one from the @OSMScotland
account, and he advised that there is a consultation being run in Edinburgh
to flag up issues with paths, and it is asking people to add notes to OSM!

Part way through the survey the following image is included,

Which is directing people to add notes to the map then send screenshots to
EdinburghCycling.uki at aecom.com.
So from this I suspect the council have commissioned AECOM to carry out the
survey, and they have no understanding of how the notes system in OSM works.
I have not contacted either the council or AECOM yet, thought I would see
what other people's thoughts were.
