Reading the text in the above screenshot suggests to me, that they are expecting users to send a screenshot with a marker for the map location, and not actually submit the note to OSM. Cyclescape would be a far better tool for this purpose, potentially adding a specific tag to the issues. Cyclescape has various tools specifically for collecting this sort of information.
