Hi David,
I've copied in the talk-gb mailing list so your question has a wider
audience.
OpenStreetMap is basically just the map data and display, similar to
Ordnance Survey for example, except it's free and anyone can edit the
map. So it doesn't have a live location sharing feature - although
someone out there may have created a website or app which has that
feature and uses OSM as the display map.
I think Google Maps users have the ability to share their live location,
though it might only work with one person. I don't use WhatsApp but it
looks like they have a Live Location feature which might make it
possible for your volunteers to share their live location within a
closed group?
