Alexander,
I'm not sure of the exact project you're working on, but if it involves importing GTFS datasets into OSM you might want to check out an open-source tool GO-Sync that we created last year:

In addition to a bulk import of GTFS into OSM, this tool also has the ability to try and sync bus stop changes in OSM with a GTFS dataset, in an attempt to grab crowd-sourced improvements to the bus stop inventory back for the agency.  This tool is currently mainly for bus stops, though, and not the relations for routes on OSM streets.  We've stayed away from trying to automatically sync route relations on roads since this is complex and requires significant manual inspection to ensure the data is coded correctly.  Relations for bus stops and their memberships in routes, though, is handled in GO-Sync.  

Our project that focused on the creation of this tool has ended, but we certainly hope the community will continue to benefit from it, and build on top of it if possible.

I agree that the individual transit agencies need to provide permissions for the OSM upload, if they are the ones that own the GTFS data.  Before we did any imports with GO-Sync, we obtained permission from the agency.

I got this email in response to one that I had sent. It has to do with GTFS data that we could possibly use in OSM. As you can see, the company responsible for creating the data is supportive of the idea, but noted that it is up to the individual transit providers to license the data. Tell me what you think.

And I know that OSM isn't a "Wikipedia for mapping", but the differences probably aren't significant to people not involved directly with both.

Thank you for your email.  Trillium does not have rights to license Yuba- Sutter Transit GTFS data.  Those rights are for the Yuba-Sutter Transit to assign.  The agency has chosen to make their data public, however without a
license: http://www.gtfs-data-exchange.com/agency/yuba-sutter-transit/
I'd encourage the data to be integrated with OSM.
Trillium works for many other public transit agencies, most of which have public GTFS data.  I'd be happy to encourage those agencies to integrated their data in OSM.  Let me know how I can help make this happen.  Competition, options, and open data are good for everyone.
