After trying to reach out to the editor, and having raised some potential
issues, he finally responded.

The Taiwan community wants to have some discussion and review process of
the mass edit. After the review process and might have some small
adjusting, they have the green light for the edit. And split the original
mass modification to a much smaller changeset if something went wrong.
I think the whole community process is like 部落會議, just like the 亞泥 case in
Hualian. The local aboriginal tribe has a meeting and has an election to
decide whether or not 亞泥 could continue mining. The result is the agree 亞泥
could continue to mine.
I will suggest using tone mark for name:zh_pinyin, it is possible to use a
programmable method to add it on OpenStreetMap if the community agrees and
have a consensus to do so.
