I don't follow "use massgis".  We should (says I who do not have spare
time to do it) be taking new data from massgis/massdot, doing road
matching, seeing if the right mapping of attributes differs, and if the
original attributes have not been edited by humans, and if so updating.
I don't see how that relates  to any of the massgis tags to be deleted.

Definitely separate.   That will be adding address points to buildings,
or just address points.  I think it probably needs some
experimentation.   We can probably build osmand-format and garmin-format
files, and perhaps a mass render of osm+addresses, all without touching
the db, as part of qualification of the process.
