The question is "will this process produce correct data", and I'm not
sure without it being run and checked.

Do you think there is some way to compare the street names in the
proposed import changeset to the existing street names in OSM?  I would
think that there would be a very high rate of exact matching, and that
reviewing a list of non-matches (including case differences) would be
illuminating.

(Again, I'm not trying to give people a hard time here.  The overall
imports process is geared to demanding close to perfection, and the
better we can get this before going to the list with "this is what we
would like to do", the better it will come out.)
