I don't see why you say they shouldn't be included, but I think it's
perfectly fine to exclude things for the first round as it makes things
simpler.

Addresses are not just about buildings.  Parcels without buildings have
addresses too.   But, it seems that if there are multiple legal parcels
in a single logical thing, and there are multiple points, that's a mess
and not how it should be in our db.
