great - will look at stow.

I think it would be good to first filter out everything but ACTIVE and
LINKED.  Both for any actual import, but even for analysis.  We have had
issues in OSM over the years from imports that were not quite right,
from poor geometries on open space, to roads that did not connect at
town borders, to oneways, and GNIS points.   So that's pushing me really
strongly into "import only what you can show is 100% ok structurally and
99.9% accurate".

This is goint to be tricky case by case.  I am not sure we should be
100% street signs, but deviating really needs a local who can assess
everything in terms of answering the what-is-this-road-named question.
But I'm really sure that address points that don't match the road name
will end up in the database, perhaps on a manual review and exception
basis.  e.g., I can see code that says

  IF address point is woodcrest and nearby OSM street is "north
  woodcrest" THEN
     call that a good enough match

I'm guessing such cases will be fairly rare.  But if we leave a street
or two not addressed for a while figuring that out, that's ok.
