I don't want to discourage you, but you should realize that an import of
this nature is a huge undertaking. I recommend quite strongly that if
you pursue it that you start down the path of preparting the import
documentation and code, and discuss it here, and only bring it up on the
imports@ or talk-us@ lists when this list agrees that it's ready. There
are people here with experience, and I think this list broadly shares
the goal and thinks the concept is reasonable. On the broader imports@
list, any proposal that doesn't strictly meet the guidelines will draw a
a lot of flak.
There is import documentation about the buildings import, done by Jason
Remillard with help from many, and code. The first step is probably
describing the process on an import wiki page, being specific about
- converting massgis data to tags
- avoiding deleting or modifying hand-mapped entries
- matching up address points to buildings
- what to do when there are points but no building
- how to deal with unit points within a street address, like
multi-building multi-entrance apartments
You should aim for a published repository of code that allows anyone to
start with the massgis data and a mass extract of osm data and produces
the various change files that would be used. I cannot imagine doing
this without postgis. This is going to require a bunch of iterations as
people review it and find bugs.
Almost certainly the output should be broken up at least by town, so
people can volunteer to really examine their area. Also, I'd recommend
reports by area that explain how many address points weren't prepared
for input because they match data already in OSM (to some close enough
notion), and how many were skipped because they exist in OSM but aren't
close enough.
Another idea, not required for the import process, would be to produce a
modified mass extract, basically would it would be if imported, and then
people can build maps for garmin, osmand, etc. and try them out, as part
of checking that the imported data is right.
All of this prep work can be done with no permission from anybody,
because you aren't changing the master OSM database. And if it's
published someplace others can also edit, multiple people can help.
