Yes, and I get warnings from osmand about where toll booths used to be.

The collection of toll booths has been replaced with a collection of
gantries.  However...

Definitely it is not the case that individual tool booths have been
replaced with gantries *at the same locations*.

What happened is that

  all toll booths have been removed (said the state, and I have driven
  in a lot of such places, and have not seen even one, so I believe them)

  There are a lot of new gantries.  But, they are in different places
  from where the toll booths used to be, generally in the middle a
  stretch of the main road between exits.

So removing barrier=toll_booth at the exits is totally ok.  But you
can't changed them to gantry - there aren't gantries there.

In all the gantries you added, did you find an old toll booth node at
even a single location?  If so, where?

Another thing is that the exits often but not always have had road
realignment.  In particular 128/90, ramp from 90W to 128 is in a
different place than before.   But fine to drop the toll booth and
eventually somebody will fix other things - incremental progress is of
course the OSM way.
