And if we are tagging reservoir_watershed that sounds a bit unusual to
me, as usually watershed is about stream flow, and I'm not aware of
state rules that sort of cover everything that might drain into a
reservoir.  But I don't know the rules, and if you do and have the time
to explain them that would be interesting.
