Your notion of separate tags for the water and the protection zone is
sound, but the history of reservoir protection tagging is quite messy
in OSM, and what was done in MA originally way back in 2009 was not how
it ended up.
There are I think three seaprate things:
the actual water
the property that the water is on, owned outright by the water
authority more or less, and posted no trespassing
some perhaps larger boundary where certain things aren't allowed
I am not sure we should be mapping that third thing, and I'm not sure
what is in the db now and what was meant to be in. I was just trying
to suggest reaching a bit more clarity on that before deleting things.
