I am unclear on whether the tagging scheme supports "former exits", and
whether anything like osmand would give "take exit 50, formerly exit 19"
or if this would be helpful.  I do notice osmand giving both name and
ref for numbered highways which is quite helpful in many places,
compared to apple maps which tends to say things (albeit half as long!)
that some find hard to understand.

This is not a call to action to deal with old/new or to change anything,
but just pointing out something that's coming -- it seems that we should
be adjusting the exit numbers as the state actually changes the signs.
