I'd been wondering when Mass. and Delaware would fall into line on this.
(I'm intrigued it includes Routes 2, 3, 6 which aren't Interstates.)

(Didn't we already renumber I-93 once recently when a portion of 128 was
rebranded 93?
Would've made sense to bring it into compliance then.)

Many other states have been through this so there should be some prior
practice?

Looking at the History of Exit 48 (Old 8) in Maine, I don't see any prior
practice, though; IDK if the Old Exit signs came down before OSM.

According to the signage shown on website mentioned, it will say OLD EXIT 9
for years, so yes tagging these would be literally be within our "mapping
the signage" rubric.
