MassGIS has a lot of data layers available.  They are basically public
domain, with some odd labeling as CC-BY in some places, but when asked
it is public domain with attribution requested.  It is polite to list
MassGIS as source in your changeset comment when using MassGIS data.  We
are usually briefer than their listed form and just say "MassGIS
layername" and leave out the "Commonwealth of Massachusetts EOTSS".

There is also some USGS hydrography data.  My very very hazy impression
is that the MassGIS data is probably better.

If you are comfortable munging python code and dealing with shapefiles,
you can probably get to the point of using these sources.  Probably JOSM
can read shapefiles, in which case you could do this without coding.  If
you aren't using JOSM and you want to do this sort of editing, I suggest
learning it.

If you just want to add one stream that you are cross-checking with
imagery and personal knoweldge, I'd say go for it and don't worry too
much.

If you start to think about "import all the streams in MA", that's an
import, needs plan/discussion/approval and it's at least 10x harder than
you think.

I haven't really looked into this layer, but it's on my semi-infinite
TODO list.
