I think your town's pile is very close to amenity=grit_bin. It's the
same concept, just a pile not a bin. Same stuff, same purpose, same
model.

It's not natural, and taking random ground is usually not ok. I don't
think this fits.

name doesn't make sense, unless it's the John Doe Memorial Sand Pile.
name='sand pile' definitely not.
So overall I would say:
the people who created amenity=grit_bin erred and should have used
words that imply "grit for people to take for winter" and deemphasized
bin
given that, this should change to amenity=grit_supply and
grit_supply_type=bin for them, and =pile for you
given that retagging doesn't happen, I would use
amenity=grit_bin
grit_bin=pile
and then renders will show it as bin, which is useful for people
searching, and there's the nuance if anybody wants to deal.
