Do you mean actually numbered on the ground on signs?  If so, sounds
good, if not please explain further.

I am guessing this is

  junction=yes
  ref=6

for the commmon node on two trail ways where there is nearby a physical
sign with a 6?  And that the common node is already in the db, just not
tagged?

If so that sounds exactly right.

If you want to get crazy you could try to represent the sign locations
too, but I think the sign is off trail on purpose and it is giving the
ref# of the crossing of the centerlines (I'm definitely crazy), as
opposed to it being a number for the sign.

I have also tagged map kiosk displays in their actual location (not on
the way, often 1-2m to the side) as tourism=information and kef=K7, but
that is kiosk 7 which is sort of implicitly defining a junction, vs a
numbered junction.  And these kiosks might be along trail not at a
junction -- they just don't happen to be in the Stow Town Forest.
