RIGHT. As long as the wall is there, yes, the wall should still be a wall.

FWIW the Wall is still a closed-path way in OSM, but its tagging was
changed so that it's invisible in most renders.

(If OTOH the gates are unlocked and public is tacitly welcome for URBEX,
that should be tagging on the gate and access tags, not removing a wall
that hasn't been physically removed.)
