[Talk-us-massachusetts] MassGIS 2023 Imagery

There's no mention on the actual MassGIS site yet, but their ArcGIS 
account has the Spring 2023 aerial imagery up, and I've got it working 
in both iD and JOSM.

Presumably they'll actually officially announce it soon, but I figured

else has been looking forward to it.
