Ok! Don't worry about heavy manual lifting of easily-automatable stuff for
now.
The best way I know how to conflate addresses and buildings is with the
JOSM conflation plugin:

I actually went ahead and conflated a chunk of downtown SR address nodes,
in this case limiting it to just address nodes, without unit numbers,
floating near buildings that have no address tag at all. You can see the
changeset here:

The way I did it is by using the conflation plugin with these searches:

I *highly* recommend proceeding extremely slowly and with another set of
eyes your first couple times though, the plugin and search function are not
self explanatory and can easily mangle things in ways that are hard to
detect before upload. For example my max distance didn't seem to be
sufficiently low and I immediately found two garages that got an address
incorrectly: https://osmcha.org/changesets/104271458 -- the best case
scenario is when every selected element of the reference has exactly one
obvious subject to conflate into. I did a lot of ctrl+z, ctrl+shift+z to
double check what I was about to upload and still missed a couple. The next
obvious step would be to remove or merge address nodes that duplicate the
buildings underneath them. There's a bunch of address nodes that are
floating without a building underneath, that should be taken care of
shortly with my Sonoma import.
Overall I'm happy to see OSM's usability quickly improving in the bay area!

If you want help coalescing / conflating address nodes with buildings
afterwards, we may have automated ways of doing that as well.
I'm manually resolving the building address conflicts I missed when I first
did my import, but I'm realizing that merging addresses with unaddressed
buildings will be a lot of work and I'm not sure its worthwhile to do
manually. So I'm interested in whatever automated coalescing solution(s)
you come up with.
